Jaina Tower–I: A 2024–2025 Chronology of Conflicts, Court Cases & the Mysterious Parallel Association

For the past several years, T.C. Jaina Tower–I in Janakpuri has been the subject of a long, messy battle involving the Delhi Development Authority (DDA), Jaina Properties Pvt. Ltd., legitimate shop owners, and—most recently—a mysterious parallel “association” headed by a man who appears to be closely linked to Jaina Properties itself.

This post brings together the photographs, court documents, and on-ground developments to present an accurate timeline of what has been happening.


? Background: DDA’s Crackdown on Unauthorized Construction (2024-2025)

…DDA had already begun issuing notices in 2024–2025 regarding:

  • unauthorized construction
  • lease violations
  • the possibility of demolition or sealing
  • potential cancellation of lease deeds

By mid-2025, the pressure was building.


? June 2025: The Key Trigger — DDA’s Composite Notice

4 June 2025

DDA issued a composite notice regarding Tower-I and Tower-II seeking information on occupants.

7 June 2025

This notice was received (as stated later in court filings).


? 18–19 June 2025: Pradeep Kumar Suddenly Emerges & Files Suit Against DDA

Until this point, no such “Janakpuri Jaina Tower Association (Regd.)” had any real presence in Tower-I. The long-standing RWA-type body has been the T.C. Jaina Tower-I Apartment Owners Society, led by actual occupants.

But on 18 June 2025, a new actor appears:

? 18 June 2025 — Suit Filed (Pradeep Kumar v. DDA & Another)

  • The suit is filed “by Pradeep Kumar, President of Janakpuri Jaina Towers Association (Regd.)”
  • Seeks declaration + permanent injunction
  • Immediate request for an interim stay is scheduled for the next day.

? 19 June 2025 — Stay Granted Against Demolition Actions

The Vacation Judge orders:

  • DDA shall not take any demolition, sealing, or lease-cancellation action until next hearing.
  • The case is passed to the District & Sessions Judge.

This instant stay becomes the protective shield that Jaina Properties and its related interests rely on in the months to come.


? June–August 2025: The “Association” Still Had No Physical Presence—Until Now

Your photos show that the physical office boards for the so-called association only appear AFTER the June court stay.

A newly placed board reads:

“Janakpuri Jaina Tower Association (Regd.) – 814, T.C. Jaina Tower-I…”

This is placed on a raw wall with hasty wiring—clearly newly installed.

A “Shop For Rent – Fully Furnished – Prdeep Kumar – 9213305408” board also appears in Tower-I.

The contact number on the board is the same number associated with Jaina Properties’ operations, strongly suggesting internal linkage.

These photos help establish:

?? The “Association” was created only after DDA’s demolition notice and after the stay order.


? 26 August 2025: Interim Order Continues

Lawyers were abstaining from work. The judge adjourned but allowed:

  • Interim stay order to continue uninterrupted

This protects Tower-I from any DDA action for months.


? 16 October 2025: Court Orders DDA & AAR PEE Apartments (Jaina’s Sister Co.) to File Written Statements

The court directs:

  • DDA
  • AAR PEE Apartments Pvt. Ltd. (Defendant No. 2)

…to file detailed written statements.

This is important because:

?? “Aar Pee Apartments Pvt. Ltd.” is a sister company of Jaina Properties.

?? The plaintiff, Pradeep Kumar, is presenting himself as opposing DDA + AAR PEE Apartments — yet his boards inside Tower-I match Jaina’s own employee contact info.

This contradiction becomes central to the story.


? 31 October 2025: Jaina Properties Fires a New Case — Now Against Rajender Kumar & Pradeep Kumar

Jaina Properties Pvt. Ltd. files:

  • A new civil suit for mandatory injunction + damages
  • Against:
    • Rajender Kumar (long-time leader of the actual RWA of occupants)
    • Pradeep Kumar (head of the newly created “association”)

Summons issued. Next hearing: 21 January 2026.

This case is extremely telling:

?? Jaina Properties sues Rajender Kumar — expected

(He’s the one resisting unauthorized construction and raising safety issues.)

?? But they also sue Pradeep Kumar, the very man whose court case is indirectly helping them.

This creates an obvious paper trail to show:

?? Jaina Properties is trying to legitimize the existence of Pradeep Kumar’s “association” by placing him as a defendant against them.

?? This is a common legal tactic to portray a sham association as an independent entity.


? October–November 2025: Sudden Office Boards Appear — Scrambling for Legitimacy

A signboard at the basement states:

T.C. Jaina Tower-I Apartment Owners Society (Regd.)
President: Amit Kumar Mudgal
General Secretary: CA Shiv Shankar Sharma

This is the real, longstanding society of actual owners.

Meanwhile…

The newly erected board (Image 1) claims:

Janakpuri Jaina Tower Association (Regd.) – “814, T.C. Jaina Tower-I”

This group never previously administered Tower-I.

And the rental board (Image 3) links Pradeep Kumar directly to the same number used by Jaina Properties.

Thus the timeline makes clear:

2?? Immediately a new “association” appears, headed by a man linked to Jaina Properties

  • the same Pradeep Kumar who previously “helped” them by obtaining the stay.

This creates the appearance of adversarial independence, but the evidence suggests coordination.


? Conclusion: The Pattern Is Consistent with a Controlled “Association” Used to Block DDA Action

The chronology reveals:

  • The timing of the new association’s emergence
  • The coordinated legal moves
  • The suddenly installed signage
  • The overlap of phone numbers and personnel
  • The legal filings naming the same individuals in strategically opposite roles

Combining all of this, the only logical narrative is:

?? A parallel “association” was created and activated strategically to block DDA’s June 2025 demolition/sealing threat.

?? The stay order bought significant time for Jaina Properties — preventing DDA action for months.

?? Subsequent cases appear structured to create the illusion of independence between Jaina Properties and the newly formed “association.”
